QUEBEC SKILLED WORKER SELECTION PROGEAM


New measures for the Québec Experience Program and the Regular Skilled Worker Program

- Since October 31, 2024, it is no longer possible to submit new applications under the Québec graduate stream of the Québec Experience Program.
- The Minister of Immigration, Francization and Integration will not issue, invitations to submit an application for permanent selection under the Regular Skilled Worker Program (RSWP) or under the Skilled Worker Selection Program (SWSP), which will replace it as of November 29, 2024.
- Both of these measures are in effect until June 30, 2025 at the latest, that is, until the next pluri-annual immigration planning orientations are known.
There are 4 streams to the Skilled Workers Selection Program.
To be selected under the Quebec Skilled worker program you must meet all the requirements of the stream under which you are applying.?
Stream 1: High Qualified and Specialized Skills
To qualify for the high qualified and specialized skills stream, you must:
  • Obtain the required number of points based on a scoring system composed of various criteria;
  • Have at least one year of full-time work experience in a primary, non-regulated profession classified as TEER category 0, 1, or 2, acquired within the last five years;
  • Hold a specialized diploma from a full-time study program of at least 1 year, equivalent in Quebec to one of the following diplomas: DVS, AVS, ACS, DCS, Certificate, Minor, Major, Bachelor's degree, Advanced Graduate Diploma DESS, Master's degree, or PhD ;
  • Have a spoken knowledge of French of level 7 and a written knowledge of level 5 according to the Échelle québécoise ;
Your accompanying spouse must have a spoken knowledge of French at level 4 or higher on the Échelle québécoise.
Your primary profession must be the one you are able to practice in Québec.
For this stream, if your diploma was obtained in Québec, the study program must be at least 900 hours for secondary or college-level education and at least 30 credits for university-level education.
Stream 2: Intermediate and Manual Skills
To qualify for the Intermediate and Manual Skills stream, you must:
  • Obtain the required number of points based on a scoring system composed of various criteria ;
  • Have at least 2 years of full-time work experience, including at least one year in Quebec, in a primary, non-regulated profession classified as TEER category 3, 4, or 5, within the last 5 years ;
  • Hold at least one of the following diplomas: a diploma equivalent to a Québec secondary school diploma (Secondary School Diploma , DVS, AVS or ACS) ;
  • Have an spoken knowledge of French of level 5 according to the Échelle québécoise .
Your accompanying spouse must have a spoken knowledge of French at level 4 or higher on the Échelle québécoise.
For this stream, if your diploma was obtained in Québec, the study program must be at least 600 hours for the secondary school diploma and at least 900 hours for college-level education.
Stream 3: Regulated Professions
To qualify for Stream 3, Regulated Professions, you must:
  • Obtain the required number of points based on a scoring system composed of various criteria ;
  • Have a primary profession that is either fully or partially regulated and listed in the List of Regulated Professions ;
  • Have authorization to practice your profession in Québec or proof of partial or full recognition of equivalency for your training or diploma, issued within the last 5 years ;
  • Have an spoken knowledge of French of level 7 and a written knowledge of level 5 according to the Échelle québécoise if your primary profession falls under TEER category 0, 1, or 2 ;
  • Have a spoken knowledge of French level 5 according to the Échelle québecoise, if your primary profession falls under TEER category 3, 4, or 5.
Your accompanying spouse must have a spoken knowledge of French at level 4 or higher on the Échelle québécoise.
Stream 4: Exceptional Skills
To qualify for Stream 4, Exceptional Talent, you must:
  • Obtain the required number of points based on a scoring system composed of various criteria ;
  • Demonstrate outstanding expertise in your primary profession, contributing to Quebec's prosperity ;
  • Have an achievement listed in the Ministry's List of Recognized Accomplishments or have received an opinion from one of the Ministry's partners in a targeted field ;
  • Have worked in your primary profession for at least three years within the last five years.

  • Institutional Research Chair
  • Ministerial Research Chair
